Congress was also unable to regulate commerce or impose taxes. Nor could it force states to provide funds to pay the cost of maintaining the nation. As a result, many states refused to pay their share, angering those states that did. Meanwhile, the national debt grew larger. Other money matters added to the nation’s problems. Each state, for example, coined its own money and printed paper money that inflated the money supply. Under the Articles of Confederation, the federal government had no way to control this.
